Permanent Anchors

It's not just a strong point. It's a documented, tested, and traceable system.

Permanent anchors are anchoring devices stably fixed to a structure — roofs, facades, metal structures, concrete, technical access or maintenance areas — that remain installed once the work is completed.

Unlike temporary devices, they are not removed after each use. Therefore, their design, installation, documentation, and periodic review are especially critical: they are the connection point on which worker safety depends every time they access the area.

The reference standard for these systems is UNE-EN 17235:2025 — which evaluates the complete kit: device, fastening, and supporting structure — and the Construction Products Regulation (CPR), under the demanding AVCP 1+ assessment system.

Three types of permanent anchors. One consistent quality requirement.

UNE-EN 17235:2025 classifies permanent anchor devices into kits. Each kit evaluates the complete assembly: device, fastening system, and representative supporting structure.

Kit A — Single anchor point / (formerly EN 795-A)

Single permanent anchor for one or two users depending on declared performance. It is installed on a resistant structure — concrete, steel, roof, facade — to connect a personal fall protection system. Its safety depends on the device, the fastening element, and the load-bearing capacity of the support.

Kit B — Gancho de seguridad permanente / (antiguo EN 795-B)

Gancho de seguridad permanente diseñado para fijarse en cubiertas inclinadas. Permite conectar escaleras de tejado temporales y sistemas de protección individual. Certificado para 1 o 2 usuarios según clase declarada, debe instalarse sobre una estructura resistente conforme a las instrucciones del fabricante y la UNE-EN 17235:2025.

Kit C — Horizontal flexible lifeline / (formerly EN 795-C)

Permanent anchor system consisting of a horizontal flexible line fixed to a resistant structure using end and intermediate anchors. It allows the worker to move while maintaining connection to the fall arrest system. Designed for up to four users depending on the declared class and configuration.

Kit D — Horizontal rigid lifeline / (formerly EN 795-D)

Permanent anchor system with a rigid rail or profile along which a mobile point moves. It offers more controlled movement and less sag than flexible lines. Especially suitable for repetitive routes, frequently used areas, and industrial environments with periodic maintenance.

The system must be designed for the actual number of intended users

UNE-EN 17235 introduces performance classes based on the number of simultaneous users. This criterion is fundamental for defining the appropriate system: a lifeline for a maintenance worker is not the same as a system designed for multiple users or for an intervention where a rescuer might need to be incorporated.

August 2027: The New Regulatory Landscape for Permanent Anchors

UNE-EN 17235:2025 is the Spanish version of EN 17235:2024 and specifically regulates permanent anchor devices and safety hooks fixed to buildings and civil engineering works. Unlike EN 795, it does not evaluate the device in isolation but rather the complete kit: device, fastening, and representative supporting structure.

The EN 17235:2024 reference was incorporated into the construction products framework, with the coexistence period beginning on February 9, 2026. The coexistence period ends on August 9, 2027. After this date, covered products must be managed according to the new harmonized scenario for Declarations of Performance and CE marking.

01. Technical Visit

We analyze the work area, height, access points, routes, support structure, actual tasks, and associated risks. Without a prior visit, no proposal can be reliable.

02. Solution Assessment

We determine whether a Kit A (anchor point), Kit C (flexible line), Kit D (rigid line), or a combination of systems is appropriate, based on the intended use and space configuration.

03. Technical Selection

We select equipment compatible with applicable regulations, manufacturer's instructions, the support structure, and the anticipated number of users — including the appropriate performance class.

04. Documented installation

We carry out the installation according to the defined procedure, including component identification, location, fastening system, and traceability of each installed point.

05. Tests and records

We perform technical checks and records where applicable, incorporating documentary evidence of the executed installation and the values obtained.

06. Document delivery

We provide complete documentation for the client's preventive file: system identification, reference standards, usage instructions, limitations, and periodic inspection plan.

07. Periodic inspection

We schedule periodic inspections to ensure the system remains suitable, safe, and compliant with its intended use throughout its lifespan.

What is a permanent anchor device?

A permanent anchor device is an element stably fixed to a structure — roof, facade, concrete, steel — that remains installed after the work is completed. It is not removed after each use. Its function is to provide a secure and traceable connection point for personal fall protection systems.

What is the difference between a permanent anchor and a temporary anchor?

A permanent anchor remains fixed to the structure and is regulated by UNE-EN 17235:2025 as a construction product under the CPR Regulation. A temporary anchor is assembled and disassembled for each use, is considered PPE, and is governed by EN 795. They are not interchangeable — each addresses a different need.

What is a Kit in UNE-EN 17235:2025?

A Kit is the complete evaluated and certified assembly: anchor device, fastening system, and representative supporting structure. The standard does not certify the device in isolation but rather the complete system installed on a real support. This means the Kit must be compatible with the support structure where it will be installed.

Can I continue using my installed EN 795 anchors?

Yes. Existing permanent installations certified under EN 795 Type A, C, or D remain legal during the coexistence period, which ends on August 9, 2027. After that date, new installations must comply with UNE-EN 17235:2025. Our recommendation is to use this period to review the status of installed systems and plan the transition.

What documentation should I have after installation?

A professional installation must include: system and manufacturer identification, applicable reference standards, support structure where it has been installed, performance class, usage instructions and limitations, test or verification results where applicable, and a schedule for periodic inspections. This documentation is essential for any safety audit or work inspection.

What happens if I install a permanent anchor without following UNE-EN 17235?

A non-compliant installation can entail legal liability for the installing company and for the property owner in the event of an accident. Furthermore, an undocumented or uncertified system does not provide real safety guarantees — and does not allow for demonstrating regulatory compliance during an inspection or an incident.
